What is Green Steel Certification?

The Green Steel Certification framework is a formal rating mechanism to assess and certify steel produced with reduced greenhouse gas (GHG) emissions.
As per Gazette Notification No. GSR 763(E) dated 12th December 2024:

  • Any finished steel with CO₂ equivalent emissions less than 2.2 t-CO₂e/tfs (tonnes of CO₂ per tonne of finished steel) is eligible for certification.
  • The greenness of the steel is expressed as a percentage, depending on how much below the 2.2 threshold a plant’s emissions fall.

Approach, Scope and Methodology

The approach for verifying green rated steel is to systematically compare a steel manufacturer’s actual emissions data against a national or international standard for low-carbon steel. 

  • Readiness assessment: A third-party auditor performs a gap analysis to check the company's preparedness for certification by reviewing current processes and data collection methods.

  • Registration and data submission: The steel plant registers with NISST and submits annual production data and emissions calculations.

  • On-site verification: Independent auditors visit the plant to verify documents, inspect instruments, and validate emission calculations.

  • Verification report: A detailed report is prepared, summarizing verified emission intensity and findings, then submitted to the certifying agency.

  • Certification and rating: If criteria are met, a Green Steel Certificate and star rating are issued by the certifying authority.

  • Registry and monitoring: Certified steel is added to a public registry, and re-verification is performed annually for compliance.

🔍 Scope of verification:

The scope defines the boundaries and types of emissions included in the verification process. For India’s Green Steel Taxonomy, the scope is:

Organizational boundary: The verification is conducted on a per-plant or per-entity basis. If a company has multiple plants, each location must be certified separately.

Temporal boundary: Verification is typically based on data from a financial year. However, plants can opt for more frequent assessments to update their greenness rating.

Emission types: The assessment covers the following emissions:

  • Scope 1: Direct emissions from sources owned or controlled by the steel plant, including on-site fuel combustion.
  • Scope 2: Indirect emissions from the generation of purchased electricity or steam used by the plant.
  • Limited Scope 3: A specific set of indirect value chain emissions is included, such as emissions from:
    ✔ Agglomeration (e.g., sintering, pellet making).
    ✔ Beneficiation processes.
    ✔ Purchased raw and intermediary products.

Excluded emissions: To simplify the process, certain Scope 3 emissions are typically excluded, such as:

  • Upstream mining and transportation.
  • Downstream emissions, and transportation within or outside the plant.

1. Registration with NISST

The steel plant must first register with the National Institute of Secondary Steel Technology (NISST) by paying a one-time fee of ₹10,000 + GST.

2. Engage Empanelled Verifier

Engage a BEE-empanelled verification agency (like Namdhari Eco Energies) to conduct a Green Steel Audit in accordance with the Carbon Credit Trading Scheme (CCTS) methodology.

3. Measurement, Reporting & Verification (MRV)

Our qualified MRV team conducts a comprehensive audit as per BEE and Ministry of Steel guidelines, covering:

GHG inventory & life cycle emission analysis, Emission mapping across operational stages, Energy and material flow assessments

4. Submission of Verified Report

We submit a Carbon Verification Report along with all supporting documents, duly signed by the audit team leader on the NISST portal.

5. Issuance of Certification

After document review and payment for the certified tonnage (₹1,000 per 500 tonnes of finished steel), NISST issues the Green Steel Certificate, valid on an annual basis.
