What we verify in a refinery
Refinery emissions come from internally generated fuels and derived process streams more than from purchased fuel. These are the points we test.
Refinery fuel gas
Its composition changes with crude slate and unit line-up, so carbon content must come from periodic composition analysis, not a default factor.
FCC catalyst regeneration
Coke burn in the regenerator is process CO2 and is often understated, because it is derived rather than metered.
Hydrogen generation units
Steam-methane reforming CO2, including any stream exported or vented.
Flaring
Routine versus turnaround flaring, metered or validly estimated, with a clear treatment of shutdown and start-up periods.
Cogeneration and steam balance
Allocation across power, steam and process heat, with imported grid power at the correct emission factor.
Throughput basis and turnarounds
Intensity must be normalised as notified, and a year with a major turnaround needs its treatment fixed in the monitoring plan in advance.

Frequently asked questions
How is FCC regeneration CO2 verified if it is not metered?
From the coke burn balance (air rate, flue gas analysis and catalyst circulation), cross-checked against the unit heat balance. We test the derivation rather than accept the reported figure.
Does a turnaround year need separate treatment?
Yes. Set the normalisation basis in your monitoring plan before the period begins. Adding it afterwards invites a qualified opinion.
