The verification issues specific to petrochemicals

Multi-product complexes, recycled off-gases and flares make petrochemical emission intensity easy to get wrong. These are the points we test.

  1. Co-product allocation

A cracker yields ethylene, propylene, butadiene, aromatics and fuel streams together. Intensity needs a defensible allocation basis across co-products, documented in the monitoring plan.

  2. Off-gas recycling

Cracked gas returned as furnace fuel must be tracked so its carbon is neither lost nor counted twice.

  3. Flaring and venting

Routine, non-routine and emergency flaring need separate treatment, with flare metering or a validated estimation basis. Unmetered flares are the most common gap.

  4. Hydrogen production

On-purpose hydrogen from steam reforming carries process CO2 that is distinct from combustion CO2.

  5. Fugitive emissions

Leak detection and repair records feed the fugitive component. Without them the figure is an estimate and is reported as one.

  6. Integrated sites

Where a cracker sits inside a refinery, the CCTS boundary and every inter-unit transfer must be metered and reconciled.

Scope

Our verification scope

  1. Independence check

Conflict-of-interest declaration under the BEE accreditation procedure before we accept the appointment.

  2. Monitoring plan review

Your emission monitoring plan checked against the notified petrochemical methodology, including boundary and product basis.

  3. Desk verification

Production records, feedstock and fuel receipts, GCV analyses, calibration certificates, grid import and captive power data.

  4. Site verification visit

Flow meters, weighbridge records, DCS trends and log sheets checked physically against reported values.

  5. Findings and closure

Corrective action requests, clarification requests and forward action requests raised and closed with your team.

  6. Verification statement

Verification report and statement, with our opinion on your reported emission intensity, for submission to BEE.

  1. Open the BEE register of Accredited Carbon Verification Agencies.
  2. Match the accreditation number (ours is ACVA012), not just the company name.
  3. Confirm the mechanism is Compliance or Both. Offset-only accreditation cannot verify an obligated entity.
  4. Confirm your sector is named in that agency’s row.
  5. Confirm the validity covers your verification period and the row is not on hold.

FAQ

Frequently asked questions

How is emission intensity defined for a multi-product cracker?

On the product basis notified for the sector, with allocation across co-products. The allocation method has to be set in your monitoring plan before the reporting period, not chosen afterwards.

Our flare is not metered. Can we still be verified?

Yes, with a validated estimation method, but the verification statement will record the basis and its uncertainty. Metering the flare is the better long-run answer.

Which agencies are accredited for petrochemical?

Six on the BEE register (checked 24 October 2026): Bureau Veritas India (ACVA002), PGS Energy Services (ACVA005), Eco Energy Solution (ACVA010), Namdhari Eco Energies (ACVA012), NIN Energy India (ACVA014) and SABS Energy Enviro (ACVA018).
