CCTS Verification for the Fertiliser Sector

Namdhari Eco Energies Pvt Ltd (ACVA012) is one of only two Accredited Carbon Verification Agencies in India accredited by BEE to verify fertiliser sector obligated entities under the compliance mechanism of the Carbon Credit Trading Scheme. If you run an ammonia-urea complex, a complex fertiliser plant or a nitric acid based unit notified under CCTS, your choice of verifier is the narrowest of any sector.

Why fertiliser is the hardest CCTS sector to verify

Fertiliser is the one CCTS sector where carbon dioxide is at once an emission, a captured stream and a raw material. A verifier who treats it as a simple fuel-combustion inventory will get the number wrong. These are the issues we test in every fertiliser verification.

  1. Feedstock versus fuel

Natural gas fed to the reformer as feedstock and gas fired for heat follow different carbon paths. Where they are not metered separately, the split has to be reconstructed and checked against the ammonia mass balance.

  2. CO2 fixed into urea

Carbon dioxide separated in the ammonia train and then fixed into urea is not released. Double counting it is the most common error, and it moves the emission intensity materially.

  3. N2O from nitric acid

For ammonium nitrate, CAN and nitrophosphate units, nitrous oxide dominates the CO2-equivalent total because its global warming potential is several hundred times that of CO2. Abatement performance must be evidenced campaign by campaign.

  4. Captive power and steam

Most complexes run captive cogeneration with steam let-down to process. The allocation between power and steam, and the factor applied to imported grid power, decide a large share of the result.

  5. Product basis

Emission intensity must be reported on the basis notified for the sector. Mixing bases across product lines produces a figure that will not survive verification.

  6. Boundary at integrated sites

Where the site also runs methanol, industrial gas or other units, the CCTS boundary must be drawn and defended with metering evidence.

Scope

Our verification scope

  1. Independence check

Conflict-of-interest declaration under the BEE accreditation procedure before we accept the appointment.

  2. Monitoring plan review

Your emission monitoring plan checked against the notified fertiliser methodology, including boundary and product basis.

  3. Desk verification

Production records, feedstock and fuel receipts, GCV analyses, calibration certificates, grid import and captive power data.

  4. Site verification visit

Flow meters, weighbridge records, DCS trends and log sheets checked physically against reported values.

  5. Findings and closure

Corrective action requests, clarification requests and forward action requests raised and closed with your team.

  6. Verification statement

Verification report and statement, with our opinion on your reported emission intensity, for submission to BEE.

  1. Open the BEE register of Accredited Carbon Verification Agencies.
  2. Match the accreditation number (ours is ACVA012), not just the company name.
  3. Confirm the mechanism is Compliance or Both. Offset-only accreditation cannot verify an obligated entity.
  4. Confirm your sector is named in that agency’s row.
  5. Confirm the validity covers your verification period and the row is not on hold.

Fertiliser has the fewest accredited verifiers of any CCTS compliance sector. With two agencies available, verifier availability, not price, is usually the binding constraint, so appoint early in the compliance year.

FAQ

Frequently asked questions

How many agencies can verify a fertiliser CCTS obligated entity?

Two. PGS Energy Services (ACVA005) and Namdhari Eco Energies (ACVA012) are the only agencies on the BEE register accredited for the fertiliser sector under the compliance mechanism (register checked 24 October 2026).

Is CO2 used to make urea counted as an emission?

Carbon dioxide captured in the ammonia process and chemically fixed into urea is not released at the plant, so it has to be treated as the notified methodology requires and not simply added to stack emissions. Counting it twice is a common and material error.

Can you also prepare our monitoring plan?

Not for a period in which we act as your verifier. Independence is a condition of accreditation, so for a given reporting period we can do one or the other, not both.

When should we appoint our verifier?

As early in the compliance year as you can. With only two accredited agencies for this sector, availability is the constraint.
